The impeccable legal career of Mr. Mbang’ombe spans over 20 years of service in the public sector in various capacities. He started his career as a State Advocate at the Ministry of Justice in 1995 after which he joined the Lilongwe City Council as a Legal Officer progressing to the post of Legal Services Manager. Prior to joining the Public Private Partnership Commission in 2013, Mr. Mbang’ombe worked as Chief Law Reform Officer at the Malawi Law Commission, heading the law reform department. He has also served as Acting Law Commissioner and Secretary to a Commission of Inquiry instituted by the late former President of Malawi, Professor Bingu wa Mutharika to investigate causes of the violence and deaths that took place during the July 20, 2011 public demonstrations.
Mr. Mbang'ombe is responsible for legal and governance aspects of the institution and in particular, in PPP project preparation and PPP procurement. He is also responsible for PPP contract management, performance monitoring and enforcement, as well as dispute resolution in PPP projects. He is an expert in PPP legal and institutional feasibility analysis, corporate governance, drafting of PPP contracts and legislative drafting.
Mr Mbang’ombe holds a Bachelor of Laws (Honours) degree from the University of Malawi which was obtained in 1995. He also holds a Master of Laws degree in International Economic Law from the University of Warwick (UK) obtained in 2001 and an Executive MBA (ESAMI) obtained in 2010. He is currently at professional level study with the Institute of Chartered Secretaries and Public Administrators (UK).
